As demographic and socio-economic forces continue to shape the distribution and profile of the UK’s population, an increasingly critical component of national and local policy and planning is the delivery of appropriate education services. Understanding the current and future composition of the school-age population is a fundamental requirement of this process.
Whilst national projections inform national strategies for education provision, local authorities are responsible for the development of their own intelligence to support the most effective delivery of education services. The Department for Education has provided guidelines on how pupil forecasts should be developed but there is no single methodology that is consistently employed by UK local authorities. A variety of approaches have been used, typically based upon common data sources within the DfE recommended framework, but modified to meet local differences and developed using different technology and local expertise.
